The container has been lifted off the ship at the port of discharge. It follows Vessel arrived, sometimes by several days at a busy port, and comes before the container leaves the terminal for the destination warehouse.
The goods have been unloaded at the destination warehouse or airport and can be released for delivery or collection once customs clearance and any charges are settled. It is the last physical step before the final delivery leg.

Advice to broker or customer means the arrival paperwork has been sent to whoever is handling import clearance.
