Tracking Number Format
Pattern: Two letters, nine digits and VE; Ipostel's tracker box takes up to 13 characters
Format example
RR987654321VE
Illustrative format, not a live shipment.
Two letters, nine digits and VE, the UPU S10 shape of known items. Typed on the website in that layout, the number loses any spaces, hyphens or AWB: label. Whatever is entered, TrackParcel sends Ipostel only 8 to 13 letters and digits. If what remains is under 8, or between 14 and 50, digits and the letters A to Z, TrackParcel's own length check answers not found and Ipostel is never contacted.
Nothing is registered under that number. Behind that message the service replies Not Found with status 404, which TrackParcel reports as not found. A maintenance page or a reply carrying a failed flag means the post is down instead, so TrackParcel shows the post as temporarily unavailable.
Because the same wording covers a delivery attempt and the hand-over. With a reason such as Destinatario no disponible beside it, TrackParcel withholds Delivered and its status shows the wording with the reason added. In the captured reply it sat beside Intento fallido de entrega de envío (entrada), and a later scan with no reason closed the history.
Two extra fields that some scans carry beside the description. In the captured reply, the failed attempt gave Destinatario no disponible as its razón and “Programado para acción/procesamiento el siguiente día laborable” as its acción. TrackParcel prints both on one remark line, split by a dash, and drops a field that holds only --.
The Instituto Postal Telegráfico de Venezuela, Ipostel for short, calls itself on its website a state institution that regulates the national postal sector and provides postal and logistics services. Its international page adds that it acts as the operator designated by the Venezuelan state. This page follows items on Ipostel's Rastreo y Seguimiento tracker by item number only. TrackParcel never uses the search box on Ipostel's home page, which searches by guide number, cédula or sending code.
Known items follow the UPU S10 layout of two letters, nine digits and the suffix VE, and the tracker's input box allows up to 13 characters. In the website search box, TrackParcel removes any spaces, hyphens, dots or slashes and a pasted AWB: label from an item number keyed in that layout. It then uppercases what remains and sends it only when it is 8 to 13 letters and digits.
Auto-Detect offers Ipostel, alongside India Post, for any two letters and nine digits ending in VE. For any other shape, pick Ipostel by hand. Commas are stripped as well, so two item numbers pasted with a comma between them merge into one 26-character string that is too long to send.
TrackParcel reads the data service behind the Rastreo y Seguimiento tracker, which lists the newest event first. Each row has a stamp with the year and clock time, a Spanish description, an office field, and sometimes a razón and an acción. Where the post prints -- in the office, reason or action, TrackParcel leaves that field blank.
The stamps carry no zone, so TrackParcel reads them as Caracas time and shows them converted to IST, labelled IST. From the item record it adds the countries of origin and destination and the weight, which the tracker prints after Peso: with no unit, so TrackParcel adds none. It ignores the record's class, icon and mensajeAmigable text.
When nothing is registered under a number, the service replies Not Found with status 404, and the post's own tracker shows “No existe registro”. TrackParcel reports that reply, and a record with no events, as not found. An empty 404 or a reply naming a different item ends in “Tracking failed”, while a maintenance page or a reply flagged failed is shown as a temporary outage. If a correct-looking VE number keeps getting No existe registro, ask the sender to confirm it, then raise a reclamo with the Oficina de Atención al Ciudadano.
Ipostel describes EMS as an international courier-type service for letters and printed matter up to 500 g, small packets up to 2 kg and postal parcels up to 30 kg. Its EMS page says these items are followed through the Sistema de Rastreo Internacional (IPS), for both international arrivals and departures.
The Oficina de Atención al Ciudadano receives and handles complaints, claims (reclamos), suggestions and requests, and passes them to the body responsible where needed. Its page also says it advises citizens who come to the institute for information. Bring the full item number, the origin and destination countries that the tracker shows, and the date of the newest scan.

Ipostel's own status wording, what it means, and the badge TrackParcel's result shows for it.
Ipostel's EMS page says letters and printed matter go out on the letter carrier's round, while small packets and postal parcels are collected at the counter. Once a parcel of 501 g to 30 kg reaches a post and telegraph office (OPT), you receive an aviso de llegada, and storage days are charged from then.
Yes, on the institute's home page: its search box takes a cédula, a guide number or a sending code, for sender or recipient. TrackParcel never calls that search, which returns names and ID-card numbers; it sends your number only to the Rastreo y Seguimiento service.
Each row that has both a stamp and a description. A row lacking either is skipped rather than failing the item. If no row is readable at all, TrackParcel reports a fault instead of an empty history.
